The human population is still growing, but the direction beneath that growth has changed. The United Nations now projects a global peak within this century, and one quarter of the world’s people already live in countries whose populations have peaked. In much of the world, the familiar fear that there will always be more people is giving way to a more urgent question: how do we reverse a decline that, left long enough, narrows the future of civilization itself?

I began with that question because fertility decline reaches into nearly every part of life while remaining easy to see as somebody else’s problem. A falling rate becomes an empty desk in a school or an adult child caring for two parents. One generation later, there are fewer potential parents. Five generations later, a modest annual decline has become a different society. Over centuries, it can determine whether humanity has the people and confidence to preserve what it has built and carry life beyond Earth.
Slower population growth can reduce pressure on land, resources, and the climate. Longer lives are an achievement, not a burden to regret. Smaller societies may remain prosperous, humane, and inventive for a long time. These are real goods. Repeated generational contraction remains dangerous, and fertility below replacement across most of the developed world deserves more than indifference.
Elon Musk has called low birth rates one of the greatest risks to civilization. Pope Francis has called the low birth rate a “demographic winter”. Japan’s prime minister warned in 2023 that the country was nearing the point where it could no longer maintain basic social functions. They arrive from rather different directions. The convergence is worth noticing.

The hopeful counterpoint comes from Scott Adams’s Law of Slow-Moving Disasters: when people can see a grave problem coming from far enough away, they tend to find ways around it. It isn’t a scientific law, and history gives us no guarantee. I like the posture anyway. Fertility decline is slow enough to understand and slow enough to reverse, if we stop treating each year’s lower number as background noise.
So I want to ask what reversal and adaptation require of us. Can we make marriage and parenthood desirable and attainable again? Can productivity and healthier old age carry societies through the lag before higher fertility changes the age structure? Immigration can buy a country time, but can it do more than move people from a younger place to an older one? If fertility remains low almost everywhere, can humanity preserve what it has inherited and still take on projects whose rewards lie beyond one lifetime?
The first step is to state the danger clearly. Then we can work on it.
