The Civilizational Stakes of a Shrinking Humanity

A classroom does not disappear all at once. One year there are thirty children in the first grade. A few years later there are twenty-four. Then twenty. Eventually the district combines grades, closes a building, and sends the remaining students farther down the road. Nothing dramatic happened on the day the first smaller class arrived. The change only became obvious after the missing children had worked their way through the school.

Demographic decline works like that. It begins with births, then moves outward into the places built around the expectation that another generation will arrive. A smaller class becomes a smaller workforce. Later, the same missing cohort shows up in hospitals, families, and public finances. The effects come slowly enough that each year’s change can look manageable. By the time the pattern is unmistakable, much of it has already been set in motion.

For most of the modern period, the demographic fear ran in the other direction. The question was whether there would be too many people for the planet to support. That fear shaped politics and development policy for generations. The human population is still growing today, but the direction underneath that growth has changed. The United Nations now projects a global peak around 10.3 billion people in the mid-2080s, followed by gradual decline. More than half of countries and areas are already below the long-run replacement level, and one quarter of humanity lives in places whose populations have peaked.

The global total can make this sound less urgent than it is. Population has momentum. The people having children today were born twenty or thirty years ago, when cohorts were larger in many places. Longer lives also keep the total population growing after births have fallen. A country can therefore keep getting bigger for years while the generation underneath it is already shrinking.

The arithmetic becomes clearer if we ignore forecasts for a moment and use a simple illustration. In a low-mortality population, replacement fertility is roughly 2.1 births per woman. If fertility settles at 1.5 and stays there, each generation is roughly 71 percent the size of the one before it, before accounting for migration. Start with a generation of 100 people. The next is about 71. Then 51. Then 36. By the fifth generation, the cohort is around 19 people.

That is not a forecast for any particular country. Fertility changes and people migrate. It is simply what repeated below-replacement fertility does if nothing interrupts it. A number that sounds modest in one year becomes a very different society when it compounds across generations.

People who agree on very little have started looking at that pattern and reaching the same first conclusion. Elon Musk has called low birth rates one of the greatest risks to civilization. Pope Francis has described the low birth rate as a “demographic winter”. In 2023, Japan’s prime minister Fumio Kishida warned that his country was nearing the point where it could no longer maintain basic social functions.

They are not making the same argument. Musk is thinking about long-run human expansion, Francis about family and social continuity, Kishida about whether an aging state can keep functioning. Their remedies can point in very different directions. The narrower overlap is the useful one: each has arrived at the view that sustained low fertility is a serious problem rather than a benign demographic preference.

I find that convergence harder to dismiss than any one warning on its own. It does not prove that any of them is right about what should follow, and agreement among people with incompatible priors is not a substitute for evidence. It does make the problem harder to wave away as belonging to one ideology.

This is why I don’t think falling fertility is mainly an argument about whether a country should have 50 million people or 70 million. There is no ideal population number that can be pulled from a chart. Smaller societies can remain prosperous and humane. Slower growth can reduce environmental pressure. None of that changes the direction of the arithmetic. A society can become smaller once and remain capable. A society that becomes smaller every generation eventually has to ask what it can no longer maintain.

The first consequences are ordinary. A school district combines classes. An employer cannot fill a job that used to attract several applicants. An adult child spends more of middle age caring for parents. None of these arrives as civilization-ending news. Demographic decline shows up first as the steady accumulation of small shortages and harder trade-offs.

Then the horizon lengthens. The generation missing from a classroom is also the generation that will not become future parents. One smaller cohort produces the next smaller pool of potential parents. A rich country can live for a long time on capital and institutions inherited from larger generations. Eventually inheritance needs heirs.

That is the civilizational problem at the center of this book. Human beings do more than consume resources. We care for one another, preserve knowledge, build new things, and decide which inherited things are worth carrying forward. Every solution to a human problem has so far required a human being somewhere in the chain.

I don’t assume that more people automatically produce a better civilization. They plainly do not. Numbers cannot substitute for freedom, competence, trust, or good institutions. My concern is more basic. Civilization is a relay. Each generation receives a world it did not build and decides what to repair and hand forward. Persistent demographic contraction narrows the pool of people available to receive it.

The danger is easy to miss because it moves slowly. That is also the hopeful part. Scott Adams once proposed what he called the Law of Slow-Moving Disasters: when people can see a serious problem coming from far enough away, they usually have time to invent ways around it. I would not treat that as a law of history. Civilizations can see trouble coming and still make bad choices. But the posture is useful. Fertility decline unfolds over decades, which gives people time to test responses and abandon the ones that fail.

Some of those responses will probably sound odd before they sound normal. Later in this book I will consider both familiar policies and less conventional ways of changing the conditions around family formation. A slow-moving problem gives us room to experiment. It does not give us infinite time.

Humanity is not doomed by demographic arithmetic. Arithmetic is a constraint, not a destiny. The harder question is what we are willing to change once we understand where the current path leads.
