The International Space Station has been continuously inhabited for twenty-five years, and it remains an outpost. Its residents arrive as selected adults; cargo vehicles bring provisions and replacement parts, while mission control surrounds every crew with expertise on Earth. Duration alone does not turn an outpost into a home.

The distinction appears in the water. NASA recently demonstrated 98 percent water recovery aboard the station. Two percent sounds trivial until there is no resupply, and the machinery itself still needs filters, replacement parts, and people who know when its readings are lying. Closing a loop means keeping it closed after the specialist who designed it is gone.
Four thresholds
A crew is selected for a task. Its members accept unusual risk, live under mission discipline, and expect to return. An outpost persists after one crew leaves, but it can still depend on Earth for essential supplies, expert judgment, and replacement residents. A settlement can survive long interruptions, repair critical systems, govern ordinary conflict, and support people who are not optimized for a mission. A home is a settlement later generations can receive as their own: a place where children can grow, adults can dissent, the dependent can be cared for, and residents can revise the founders’ rules.
These are thresholds of degree, not labels awarded on a particular date. A place may produce its food but lack political independence, or maintain machinery while importing every new resident. It may be biologically viable and still be economically brittle or morally unfree. No single number settles all four questions.
The first child changes the project
An expedition is organized around healthy adults selected for danger. A town has to make room for people who are dependent, inconvenient, injured, old, or simply ordinary. Human reproduction beyond Earth is largely unstudied. NASA’s current program describes basic questions about reproduction and development in space as unresolved and still relies heavily on animal, cellular, and simulated-gravity research. Microgravity also causes measurable bone loss in adults; whether partial gravity on the Moon or Mars is sufficient for healthy gestation and childhood development is not known.
Until the risks of conception, gestation, birth, and childhood development can be understood and reduced to a defensible level, an off-world population remains a rotating workforce supplied by Earth. The absence of evidence is not permission to turn the first children into experiments.
The first permanent child changes the obligations of everyone around her. She needs adults who think beyond the next launch window, and eventually she needs peers, teachers, law, and some possibility of leaving a bad situation without leaving the habitable world. She did not volunteer for the founders’ risk tolerance or sign the charter that governs the base.
More than a minimum number
Researchers have not established a minimum population for a self-sustaining settlement. A genetic model can estimate outcomes under chosen assumptions about founders, reproduction, migration, and time. It cannot determine how many teachers, surgeons, mechanics, farmers, caregivers, judges, dissenters, or friends make a society durable and free. Frozen genetic material might change one biological constraint while doing nothing to solve the institutional ones.
A population could remain genetically healthy and still be too small to sustain specialties, absorb an accident, care for dependents, or let people escape a coercive community. Viability is plural: biological, medical, technical, economic, institutional, and political. Scale can buy redundancy. It can also buy freedom.
The dimensions can fail separately. A technically resilient settlement might keep air and water flowing while depending on one exhausted physician. A medically competent one might remain an economic company town. A wealthy settlement might lack a lawful way to remove its governor. Calling any of them self-sustaining would hide the precise dependence that still makes ordinary life fragile.
The thresholds also interact. More local industry can support a second clinic; a second clinic can make it safer for families to remain; more families can support a school; a school can form the people who eventually maintain the industry. The circle can run backward just as easily. The important point is not that one population figure starts it, but that a home requires enough overlapping capacity for loss in one part not to end the whole project.
Governance will grow from practical control. Whoever allocates oxygen, medical care, communications, and return seats possesses unusual power. Mission command may be necessary during construction, but children born under it cannot remain permanent crew. Consent given by founders cannot bind their descendants, and a nominal right to leave means little if transport is unaffordable or controlled by the same authority. A settlement becomes a polity when the people living there can inherit its rules, contest them, and build alternatives.
A visitor looks back at Earth. A resident begins to call the landscape home when the place contains graves, schools, arguments, repairs, and promises whose meaning no longer comes entirely from mission control.
