How to read the evidence

What fertility measures reveal, and what they leave out

Demographic numbers are unusually good at sounding more complete than they are. A fertility rate can summarize millions of births in one decimal place. A population pyramid can show the imprint of wars, baby booms, migration, and longer lives in a single shape. Both are useful. Neither tells us what any one person wanted, why a couple waited, or how a society will respond to the changes the chart describes.

I will use these measures throughout the book, so it helps to be clear about what they mean. The goal is not to drain the life out of the subject with definitions. It is to avoid asking a statistic to carry an argument it cannot support.

Rates, cohorts, and timing

The total fertility rate is a period measure. It combines the age-specific fertility rates observed in a particular year and asks how many children a hypothetical woman would have if she experienced those rates throughout her reproductive life. Eurostat’s definition is careful on this point: the number summarizes the pattern of a period, not the completed life of an actual woman.

That makes the measure timely and comparable, but sensitive to changes in timing. If many people postpone births during a recession, pandemic, housing shock, or broad shift toward later parenthood, the annual total fertility rate can fall even when some of those births occur later. This is called a tempo effect. If postponed births never occur, the decline becomes a change in completed family size as well as timing. We usually cannot know the balance immediately.

Completed or cohort fertility follows people born in the same period and counts the children they actually have by the end of their reproductive years. It answers a different question and arrives much later. Period fertility is more like a current reading; cohort fertility is closer to the finished history. I will use both where the distinction affects the argument.

The birth rate is different again. It counts births relative to the total population, so it is strongly affected by age structure. A country can have similar fertility behavior but fewer births because it has fewer women and men at typical childbearing ages. Replacement fertility is also not a universal law fixed at exactly 2.1. It is the level at which one generation replaces itself in the long run without migration. A UN technical account explains why it varies with survival to reproductive age and the sex ratio at birth. Around 2.1 is a useful shorthand for many low-mortality populations, not a moral target for every place and year.

Averages and lived differences

National averages hide composition. Fertility can vary within a country by region, income, education, religion, ethnicity, urban or rural residence, partnership status, and migration history. The groups themselves are not fixed, and the relationships among these characteristics can change. A national decline may come from smaller families among parents, more people remaining childless, later births, fewer partnerships, or some combination of all four.

This is why I will be cautious when moving from population data to claims about motivation. If fertility falls after housing costs rise, the pattern does not prove that housing caused the decline. If religious people have more children on average, the difference may involve belief, marriage, community support, selection, or other characteristics that travel with religious participation. Correlation can identify a question worth investigating. It cannot answer the question by itself.

Stated preferences need similar care. The UNFPA/YouGov survey found that nearly 20 percent of reproductive-age adults in 14 countries believed they would not achieve their desired number of children, while 39 percent said financial limits had affected or would affect their desired family size. Those findings are evidence of constrained aspirations in a large and diverse sample. They are not a global census of private hopes. Desired family size can change with age, partners, health, experience, and the wording of a survey.

I will not treat voluntary childlessness as a policy failure, or every unrealized intention as something a government could have fixed. I will also not assume that an outcome is freely chosen merely because no one formally prohibited an alternative. Human agency is real, but it is exercised within time, bodies, relationships, institutions, and costs.

Forecasts are conditional

Population projections are among the most useful tools in the book. Near-term age structure has considerable inertia because most of the people who will be alive a few decades from now have already been born. Farther out, small changes in fertility, mortality, and migration accumulate across generations.

The UN methodology for its 2024 projections makes those assumptions visible. It advances each population by age and sex, adding births, subtracting deaths, and accounting for migration. For 2024 through 2100, probabilistic models produce a central path and uncertainty intervals, while alternative scenarios show how different assumptions change population size and age structure.

The central path is not a promise. In 2013, the UN assessed the probability that global population growth would end during this century at about 30 percent. The 2024 revision places it at 80 percent, largely because fertility fell faster than previously expected in several populous countries. The revision does not make the earlier work useless. It shows why forecasts should be updated as behavior changes and new data arrive.

I will therefore use projections to reveal pressure, timing, and plausible scale. I will avoid presenting the final decimal place of a distant forecast as knowledge. When models disagree, the assumptions are part of the evidence. When the argument depends on a particular future fertility path, I will say so.

The same discipline applies to the larger questions in this book. Data can estimate the number of workers, retirees, births, deaths, or migrants under stated assumptions. It cannot directly measure confidence in the future, the strength of a family, the resilience of an institution, or the value of a life that has not yet begun. Those goods are harder to count, but they are not less real. The task is to use measurement without mistaking it for the whole of what we are trying to understand.
