How to read the evidence

What the numbers can establish, and where judgment begins

A fertility rate can summarize millions of lives in one decimal place. It can reveal a change that no one household could see, but it cannot tell us why the change happened or what anyone ought to do about it. This book will move among demographic evidence, causal arguments, possible futures, and moral judgments. They need to remain different kinds of claims.

The next chapter will explain the demographic measures in full. For now, one distinction does most of the work. A period fertility rate describes the pattern of births in a particular year. Completed fertility describes how many children a group of women actually had by the end of their reproductive years. The first gives an early reading and can move when births are delayed; the second arrives later and records the outcome. Neither is simply “the number of children women want.”

Replacement fertility is a population benchmark rather than an instruction to a household. In a low-mortality society it is often around 2.1 births per woman, though the exact level varies. A country can remain above or below that benchmark while its total population moves in the opposite direction for years because age structure, mortality, and migration also matter.

Those terms will become useful soon. They do not carry the argument by themselves.

What kind of claim is this?

An observation reports what a source counted or estimated: births registered, survey answers collected, or people living at each age. An association says two patterns occurred together. A causal claim says one helped produce the other and needs stronger evidence or a direct mechanism. Housing costs can rise while fertility falls without proving how much one caused the other. Contraceptive methods prevent pregnancy through several direct mechanisms; estimating their contribution to a national fertility decline is a separate empirical question.

A projection carries a population forward under stated assumptions about fertility, mortality, and migration. It is conditional, not a prophecy. An illustration may hold fertility constant for several generations to show compounding, even when no one expects a country’s rate to remain fixed. A scenario asks what might follow if several conditions occur together.

An interpretation connects evidence to a larger account. A moral judgment asks what is good, owed, permitted, or worth protecting. Evidence can expose the consequences of a choice and test factual premises. It cannot derive the value of a child, the purpose of marriage, or the acceptable limits of state power from a spreadsheet.

I will not always stop the prose to label each category. The wording should make the movement visible. Sources will be linked near the claims they support, projections will be identified as projections, and very long-range arithmetic will be presented as illustration rather than forecast.

The lives inside an average

Two countries can report the same fertility rate through quite different lives. One may have many married couples stopping after one child. Another may have more adults who never marry. A third may be postponing births that partly occur later. The average cannot distinguish a person who freely wants no children from someone facing infertility or a couple who hoped for three and could manage only one.

Surveys help, provided their questions and samples remain attached to their results. The United Nations Population Fund reported in 2025 that nearly one in five reproductive-age respondents across 14 countries expected not to have the number of children they desired. That is evidence of constrained aspirations among the people surveyed. It is not a global census of private hopes, and an expectation reported at one moment may change.

The same discipline applies to the opening school case. Lambeth documented fewer births, fewer pupils, and financial pressure. It also documented families leaving the borough. Those records support a demographic contribution to the empty seats; they do not prove that fertility alone caused a particular merger or that every family left for the same reason.

Numbers become more trustworthy when their limits stay attached. They become less useful when caution is used to avoid a plain mechanism or an observed direction.

Uncertainty and inertia

Population projections grow less certain as they extend outward because small changes compound. The United Nations model advances populations by age and sex, adding births, subtracting deaths, and accounting for migration. Change the assumptions and the distant total changes with them.

The near term contains more inertia. Most people who will be elderly twenty years from now are alive, and most adults who will provide their care have already been born. We cannot know exactly how healthy they will be, how productive technology will become, or where people will move. We can know the approximate size of the cohorts entering those years.

That is why uncertainty about 2100 does not erase a small class in 2026. The school record is observed, the age structure of the next few decades is substantially inherited, and the distant population path remains open to human action. Confusing those horizons either produces false certainty or makes every fact disappear into a cloud of qualifications.

The evidence standard for this book is modest to state and demanding to keep. Count what can be counted. Name assumptions. Separate a direct mechanism from its disputed magnitude. Present an opponent’s case in a form the opponent would recognize. Let sources establish factual premises and let moral arguments stand openly as arguments.

With that contract in place, the next question is historical. How did a world organized around fear of a population explosion arrive so quickly at shrinking generations?
